The programme will base its intervention on supporting older people who fall under Shelter’s
definitions of ‘homeless’ and being ‘threatened with homelessness’. The project will aim to
support older people with measures to reduce homelessness and the risk of becoming
homeless, including those at crisis point.
1.2 Shelter’s definition of homelessness
The definition of homelessness means not having a home. Someone is homeless if they
have nowhere to stay and are living on the streets, but they can be homeless even if they
have a roof over their head.
Someone will also count as homeless if they are:
• Staying with friends or family
• Staying in a hostel, night shelter or B&B
• Squatting (because they have no legal right to stay)
• Living in poor conditions that affect your health
• Living apart from your family because they don't have a place to live together
• At risk of violence or abuse in their home (See Appendix D for safeguarding
guidance).
Furthermore, someone is homeless if their home is no longer suitable because of disability
or illness.
1.3 Shelter’s definition of ‘Threatened with homelessness’
Someone is legally threatened with homelessness if they're likely to become homeless
within the next 8 weeks. For example, this could include people who are in rent arrears,
struggling to pay their mortgage or at risk of eviction.
Local Authorities have a duty to help people who are homeless or are threatened with
homelessness. This project will help identify these people and help them to receive relevant
support, as well as helping people who are at risk of homelessness but may not qualify to
receive help from their local authority.
